Score the applicant's reasoning, not the applicant's preference for a particular call. Approve, Flag, and Escalate can each be correct when the record supports the choice and the applicant explains its limit.

The preferred candidate resists two opposite errors. The candidate does not accept authority as proof. The candidate also does not treat every gap as proof of misconduct.
The candidate can stop a process, identify the reason, preserve the underlying material, and state what remains unknown.
